**Ingredients for the Dough:**
– 3 cups of flour
– 1 teaspoon of salt
– 2 teaspoons of oil
– Water, as needed

**Ingredients for the Filling Paste:**
– 1 onion
– 1/2 baby carrot
– 1/4 bell pepper
– 1/4 cabbage
– 3 cloves of garlic
– 300 grams of beef
– 2 tablespoons of oil
– 1 tablespoon of salt
– 1 tablespoon of black pepper
– 2 tablespoons of soy sauce
– 2 tablespoons of oyster sauce
– 1 tablespoon of ketchup
– 2 teaspoons of chili flakes
– 1 tablespoon of corn flour
– 1 teaspoon of red chili powder

**Instructions:**

**For the Dough:**

1. In a mixing bowl, combine the 3 cups of flour, 1 teaspoon of salt, and 2 teaspoons of oil.

2. Gradually add water while kneading the mixture to form a smooth and pliable dough. You may not need to use all the water, so add it little by little until the dough comes together.

3. Once the dough is ready, cover it with a damp cloth and let it rest for about 20-30 minutes.

**For the Filling Paste:**

1. Heat 2 tablespoons of oil in a pan over medium heat.

2. Add finely chopped garlic and sauté for a minute until fragrant.

3. Add the diced onion and cook until it becomes translucent.

4. Add the finely chopped baby carrot, bell pepper, and cabbage to the pan. Stir-fry the vegetables for a few minutes until they start to soften.

5. Add the beef to the pan and cook until it’s browned and fully cooked.

6. In a small bowl, mix together 1 tablespoon of salt, 1 tablespoon of black pepper, 2 tablespoons of soy sauce, 2 tablespoons of oyster sauce, 1 tablespoon of ketchup, 2 teaspoons of chili flakes, 1 tablespoon of corn flour, and 1 teaspoon of red chili powder.

7. Pour this sauce mixture into the pan with the cooked beef and vegetables. Stir well and cook for a few more minutes until the mixture thickens and coats the ingredients evenly.

8. Remove the filling from the heat and let it cool down to room temperature.

**Assembling and Frying:**

1. Divide the rested dough into small equal-sized balls and roll each ball into a thin oval or circle.

2. Place a portion of the cooled beef and vegetable filling on one half of the oval or circle.

3. Fold the other half of the dough over the filling to create a half-moon shape. Press the edges to seal the samosa.

4. Heat oil in a deep pan for frying. Once the oil is hot, carefully slide in the prepared samosas.

5. Fry the samosas until they are golden brown and crispy on both sides.

6. Remove the fried samosas from the oil and drain on paper towels to remove excess oil.
